I’m a Senior in high school, and I remember lots of folks in my school having “his” hairstyle back in middle school.
The same with “Snooki’s Poof.”
I am from the East Coast (NJ, even although she’s from NY) so perhaps the west coast (exactly where all the Hollywood media comes from) in no way saw the “poof” a lot. That is another middle/high school point.

Justin manufactured the hairstyle “well-known”. Most people didn’t know of, or did not pay attention to that hairstyle ahead of Justin became renowned. So in their minds, he “invented” it.
